In line with power exchange in central level, followed by the change of paradigm about rural development that is highly emphasizing bottom-up concept, the political conditions of rural area were also changed. Since the regional autonomy had been implemented, village is becoming very important area. Participation of rural people in rural development is obtaining “honors” place and position in set up every village policy. Rural people are becoming important element in establishing village policies, with their position is equal to those of village administration officers, as well as those of village legislative council (BPD). Rural people are not anymore becoming “objects” of every policy prevailed in rural area. Instead, rural people are becoming a party participating in determining their village policies. This alteration process is continuously occurred until now in rural level. This research is particularly describing the village chief roles of Girirejo, in Imogiri district, in developing spirit of autonomy (self-help) in rural area.
